The question who shall have access to what documents and what shall be the rights of such person has to be responded before starting any system. QCS9000 provides five different accesses and rights levels that can be defined in detail. Users later are assigned to one of the levels.

Every organisation will set up its organisation such as names or departments. These and other codes such as field names on a screen can be defined in QCS9000.
